MOUNT VERNON, Wash. – The mother-daughter duo who authorities said were wanted on kidnapping charges of a 5-year-old foster care boy were arrested Thursday.

Authorities said Amanda Dinges, 35 and Amber Dinges, 60, are booked at the Skagit County Community Justice Center in Mount Vernon. The pair were arrested at Seattle-Tacoma International Airport upon their return from Vietnam.

The kidnapping charges stem from the taking of a 5-year-old Washington boy who was in foster care with one of the women.

They appeared in court on Friday. They are not allowed to be within 1,000 feet of the child and are being held on $100,000 bond each.

Authorities with the Mount Vernon Police Department said Child Protective Services called and said they couldn’t get ahold of Amanda Dinges after the 5-year-old boy was placed in her care.

Investigators said Dinges turned off her phones and left her last known address.

On December 14, authorities confirmed they were able to take the boy into custody and he was put in the care of Diplomatic Security Service personnel at the United States Consulate in Hanoi, Vietnam. On December 15, the boy was flown to Tokyo where FBI agents and advocates were waiting to take him home to his mother in Washington.

The boy has since been reunited with his mother.

The Mount Vernon Police Department said without the help of other agencies, the boy might have never been found. They worked with the FBI, Homeland Security, Diplomatic Security Services, Skagit County Prosecuting Attorney’s Office and the Vietnam Ministry of Public Security.
